What is the best way to do do drag on a dime, when you only have a wig an some makeup but no dress? Also do you make your own outfit, what all would i need to make my own as well?

WELL you have the MOST important things... (Hair and Makeup) I have went out in just Hair and makeup in a TSHIRT and JEANS etc... It just depends on what look your goin for. AND YES I have forced myself to learn how to sew :)
